Delian Dobrev Delian Dobrev

Delian Dobrev was born in 1978 in Haskovo. In 2002 he received a degree in economics from the Wesleyan University, Middletown, Connecticut, USA. He specialized accounting and finance at the London School of Economics and Political Science (University of London).
Mr. Dobrev is an expert in the management of European projects, financial and tax law. He began his career at KPMG consulting company in Toronto, Canada and Newton Finance Management Group - Sofia, Bulgaria. On his return to Bulgaria, Mr. Dobrev worked for the district government in Haskovo Region and as a project manager of EU funded projects at the Bulgarian Small and Medium Enterprises Promotion Agency, Haskovo Regional Court, Alliance for Regional Cooperation and Development, etc. Before his appointment for a deputy minister, he was a Member of Parliament, a member of the Budgeting and Finance committee and the committee on Economic Policy, Economy and Tourism with the Parliament, where he was elected Deputy Chairman. Appointed Deputy Minister on 18 May 2011 untill 21 March 2012 when he is elected for Minister of Economy, Energy and Turism.

Asimakis Papageorgiou Asimakis Papageorgiou

Deputy Minister of Environment, Energy and Climate Change

Born in 1956 in Athens, Greece, Assimakis Papageorgiou graduated from the Experimental School of the University of Athens (Peiramatiko) and obtained a Law Degree from the University of Thessaloniki. After a degree in Business Administration he obtained an MBA from Bentley University in Boston, Ma., USA.
Prior to his appointment as Managing Director of Public Gas Corporation (DEPA) SA in December 2005, he worked for more than ten years in several senior positions and as General Manager in various companies of the private sector in Greece and abroad mainly within the auto industry and the publishing and retail industry.
From June 2004 till December 2005 he was the Managing Director of Suburban Railroad SA. He joined DEPA in December 2005 as Managing Director and from May 31, 2006 until December 16, 2009 as Chairman of the Board of Directors and CEO.
From 2010 he worked as a consultant for Business Investments.
He served as Deputy Section Head for Energy within the political party of New Democracy and on June 21 2012 he was appointed Deputy Minister of Environment, Energy and Climate Change.
Asimakis Papageorgiou is a father of four children. He is fluent in English and during his leisure time he enjoys sports, cinema and theatre.

Dr. Kostas Karayannakos Dr. Kostas Karayannakos

Division Head, International Projects
DEPA S.A.

Mr. Karayannakos is Head of the Gas Supply division and of the International Projects division in DEPA S.A, the Public Gas Corporation of Greece. He first joined DEPA in 1995 in the Strategic Planning Department. Immediately after that he was employed in various governmental positions such as advisor on energy matters in the Ministry of Industry, Energy and Technology and Vice President in the Consignment and Loans Fund. From 2001 to 2004 Mr. Karayannakos held the position of General Director in the Ministry of National Defence, focusing on strategy, diplomatic policy and administration. He also served as Head of the Subsidiaries department in DEPA and Head of the Commercial department, managing key power generation and industry accounts. As Head of International Projects, Mr. Karayannakos is involved in the Poseidon project, the new offshore pipeline that will connect the Greek and Italian natural gas transportation systems. IGI –Poseidon S.A., where he is also appointed Member of BoD, participates equally with Bulgarian Energy Holding in the ICGB AD, the company that is responsible for developing, constructing and operating the Interconnector between Greece and Bulgaria (IGB Interconnector).
Mr. Karayannakos is appointed Executive Director in ICGB AD, where he is also a member of the BoD.
Mr. Karayannakos holds a PhD in Engineering (Dr.-Ing) from RWTH Aachen University in Germany, where he also obtained his Fuel Engineering diploma (Dipl.-Ing.)

Dimitar Gogov Dimitar Gogov

Born on February 25th, 1963 in Sofia (Bulgaria).
The primary education Mr. Gogov completed at the American Language School, San Paulo (Brazil), while the secondary studies - at the Escola Graduada "Sao Gaetano", San Paulo (Brazil).
The University degree was obtained from the Sofia University "St. Kliment Ohridski" in the field of "Economics in Geography".
In 2003 Mr. Gogov completed also a Post graduate course on "Natural Gas Strategy" at the EDI University of Groningen (Holland).
In 1999 Dimitar Gogov starts working at Bulgargaz EAD, as a Specialist in the "Sales and Collection of the Receivables" Department - later on appointed as a Head of the Department.
In 2005 Mr. Gogov is promoted as a Head of the "Economic" Division. Since January 2007, when Bulgargaz EAD has become a daughter company of the Bulgarian Energy Holding EAD, Dimitar Gogov is elected as an Executive Director, a position that he is still occupying.
In the period January – September 2009 he is a member of the Bulgarian Energy Holding’s Board of Directors.

Kiril Temelkov Kiril Temelkov

Kiril Temelkov was born in 1974, He has graduated from the University of National and World Economy and has a diploma in Economics and Management of Commerce. Since 1999 he has worked at Bulgargas, then Bulgartransgaz. From 2000 til 2008 he was Head of Commercial Department. Since May 2010 he is Manager of Nabucco Gas Pipelines Bulgaria. He is Executive Director of Bulgartransgaz since June 2011. He speaks English and Russian.

Konstantin Stamenov Konstantin Stamenov

Konstantin Stamenov graduated a master degree in "Economics & Informatics" in the University for National and World Economics. He has specializations in financial journalism of the Thompson Foundation and the Financial Times newspaper, in the financial department of GlaxoSmithKline in UK, in financial journalism and public relations of the Voskamp Foundation - Holland. During 2002-2003 he is in charge of a test team for the project RINGS of BNB, which is the Gross Settlement System in Real Time of Bulgaria. He has certificate in Logistics from European Management Center, Project Management of Stevens Institute of Technology (USA), Payment Systems from Joint Vienna Institute and etc. He was elected as a vice-chairman of the established on the 17th of November, 2006 Bulgarian Federation of the Industrial Energy Consumers (BFIEC). Since 2009 he is Chairman of MB of BFIEC.
He works in Stomana Industry for 10 years in various senior management positions. At present he is Director Strategic Planning and Investments.

During the past 26 years, Mark has held increasingly senior operational leadership and managerial positions internationally in companies both public and private including President of Carthage Energy and its subsidiary Carthage Hydro, Vice-President of Petrokazakhstan, COO of Western Facilities, and President and Founder of Croft Offshore Oil Ltd.
Mark holds a Bachelor of Science degree (Honours) in Mechanical Engineering from Queens University in Kingston, Ontario and a Master of Business Administration degree from the London Business School in the UK. He is a member of the Association of Professional Engineers, Geologists and Geophysicists of Alberta (APEGGA).

Pola Naydenova Pola Naydenova

Pola Naydenova is Managing Director of Dexia Bulgaria OOD, the only private trader of natural gas in Bulgaria since 2004.
Over the last nine years, her focus has been on energy and in particular natural gas and renewable energy. She has been responsible for all aspects of natural gas contract negotiations and trading, and marketing and development of Dexia’s natural gas business. Pola Naydenova is active in the process of Bulgaria’s energy market liberalization by contributing to the establishment of а regulatory framework in line with the EU requirements in the areas of the Rules for Trading with Natural Gas, Rules for Access to the Natural Gas Transmission System and Storage as well as the newly adopted Energy Act.
In the period of 2009 – 2011, Ms Naydenova was Executive Director and Member of the Board of Directors of Diamond Solar Devnya AD, a joint-venture with Mitsubishi Heavy Industries Ltd, for the development of a solar plant project in Bulgaria.
Pola Naydenova graduated from University of Nottingham, England with a Degree in Law.

Ivanka Dilovska Ivanka Dilovska

Chairman, Energy Management Institute, Bulgaria
Ivanka Dilovska is Chairman of the Management Board of the Energy Management Institute since it was established in June 2010. Her extended professional experience in the energy sector began in ENERGOPROEKT JSC and afterwards she took over managing positions in the energy ministry as Director of directions for energy strategy, projects, markets and state governance (1993-1996, 2002-2005, 2007-2010) and Deputy Minister of Energy (1996, 2005-2006). Major areas of interest and responsibilities during these periods are the sector policies and strategies, energy balances, statistics, analysis and prognosis; energy markets and projects; regulation; privatization and restructuring of the branch.
At the same time Mrs. Dilovska was a member of the management and supervisory boards of a number of big energy companies as a representative of the minister of energy. She has worked as a consultant to the Energy Commission in the National Assembly, the Privatization Agency, the State energy and water regulatory commission, a number of PHARE projects related to energy policies, the Economic and Investment Bank.
Mrs. Dilovska has a master degree in Business Administration and Electronic Processing of Information from the University of National and World Economy.

Konstantin Delisovkov Konstantin Delisovkov

Executive Director, Bulgarian Federation of the Industrial Energy Consumers (BFIEC)

Konstantin Delisivkov has a Master degree in Energy Economy and Diplomacy from the Moscow State Institute of International Relations and the University of Bodo, Norway. He is a PhD student in Economics and management by sectors (energy) in the Faculty of Economics and Business Administration at the Sofia University "Sv. Kliment Ohridsky". He participates actively in the development of the regulatory framework for the liberalization of the electricity and natural gas market. In 2012 he led a project to explore the potential for gasification of Central Srednogorie. Since 2010 Mr. Delisivkov participates actively in the process of formation, representation and protection of interests of industries in Bulgaria associated with high energy consumptin and holds the position of Executive Secretary of BFIEC. Since March 2012 Mr. Delisivkov is Executive Director of BFIEC.
He speaks English, German and Russian.
